ON THE PROPOSED PROVINCIAL ORDINANCE NO. 21-2009 “AN ORDINANCE IMPOSING CURFEW HOURS ON TRAVEL OF MOTORCYCLES FROM 11:00PM TO 3:00AM WITHIN THE PROVINCE OF PANGASINAN”

We, the officers and members of Pangasinan Bikers Federation, Inc., a duly registered federation of motorcycle clubs in the province of Pangasinan, STRONGLY OPPOSE, the proposed Provincial Ordinance No. 21-2009, otherwise known as “Curfew Ordinance on Travel of Motorcycles for the Province of Pangasinan.”

We are OPPOSING this proposal for the following reasons:

1. The proposed ordinance is selective and discriminatory to motorcycle users. It impose curfew to motorcycle while ignoring the fact that other means of transportation such as car, jeep and van can also be used by criminals;

2. We do not believe that imposition of curfew hours will eradicate the incidence of killings and other criminalities in the province. Criminality itself does not impose its own time; it strikes anytime of the day it wants. Based on our experience in our respective communities, the most effective way of eradicating criminalities is the heightened and intensified campaign by our law enforcers and with the active participation of our local constituents. Specifically, we propose an intensified “Operation Bakal” to be conducted by our local police force;

3. The exemption provision “for medical and/or emergency purposes” is synonymous to no exemption at all because it sets a limit for the use of a motorcycle under a very risky and impossible situation. Indeed, we cannot imagine how one can avoid the risk and make it possible to use a motorcycle to bring a patient in a hospital under emergency situation. On the other hand, this exemption provision utterly disregards the rights and welfare of the riding public whose only means of transportation is the motorcycle. It disregards the rights and freedom of motorcycle users who are working during night time and those using motorcycles with other legitimate reasons. It also denies the rights and convenience of motorcycle users outside of Pangasinan whose only route is to pass through our province;

4. The penalties it imposes are too burdensome for an ordinary motorcycle user. Sadly, such penalties can also be the cause of untoward corruption which could easily be initiated by the apprehended who wants to get rid of actual penalty; and

5. The imposition of curfew will definitely send a wrong signal to our investment and tourism industry. An imposed curfew will send an alarming peace and order situation in the province and would therefore drive away investment and tourism opportunities.

We therefore urge the Sangguniang Panlalawigan of Pangasinan to heed our call for the rejection of said proposed ordinance; even as we assure our Provincial Leadership of our full cooperation and participation in the promotion of peace and order in the province.

December   2, 1994, this was the date when I was born. My parents are _____________________. According to my parents they got my name to my father’s niece. She’s a half blooded woman, a half Filipino and a half American. They said we were look alike when I was still a baby. So, they named to her name ___________.I was the eldest daughter of their seven siblings.
I started studying when I was 5 years old. It was my nursery level at day care at Tarlac city. At the age of 6 I started my elementary at Caranggian, Elem. school at Tarlac city. I took my grades 2-6 at Estanza Elem. School here at Lingayen, Pangasinan because my father wants us to live her because this is his hometown. I graduated as first honorable mention.
I was really excited to take my secondary level because as they say high school life is full of fun and excitements. at first i really don’t  want to study here at PNHS because our house is far away from this school  but since my parents wants me to take up an examination for DOST I have nothing to do but to honor  them. During the examination I was very nervous and the only thing that comes to my mind is to be able to pass this exam for the sake of my parents. Days after the result have come and it’s really unexpected that my name belongs to the list of passers. My parents are so happy and proud of me, for I do what they want me to do. During my 1st year level in high school, I’m all alone, I have no friends yet and my former classmates are not studying to this school. Few days more I learned to love my new classmates and teachers for they are so kind at me and my classmates are really giving importance to their studies and yet we are all friends. From now on PNHS is really cool for me. (It’s so aztig!!)
During my childhood days in Tarlac city, I and my parents always go out for fun. Our favorite hangout is at the malls. We do shopping, sight-seeing, eating outside, playing at the park and many more really miss my childhood days with my parents but sad to say I’m already a grown up girl and starting my teenage life so I need to practice being independent.
I’m spending my free time through reading books and magazines, sometimes texting thru my phone and surfing the net.im also engaged in sports like volleyball, badminton and sometimes basketball with my family and friends.
I’m also a friendly person that’s why I have so many friends. Friendship for me is like a circle that never ends. That’s why I really love to make friends to other people no matter what they are, how old they are ore what state of life they have. But of course I’m only choosing those friends that are good influences and not to those BI’s that could make my life miserable.
I have so many dreams in life such as to accomplish my studies, to be graduated and to take up nursing or doctorist course in college. As I finished all of this I will find a better career, a stable job to earn money and be able to help my family on our financial needs. I know my aims are too high to reach just like an airplane that is flying at the sky. But I believe that I could reach all of these for I will do my very best to reach all my dreams and to have a better life in the future…
